Job Description

Rowan University is accepting applications for Assistant Bursar - Financial Operations Manager to oversee the billing, collections, account reconciliations, payment systems, cash management, and record maintenance of student accounts and other related monies at the University. Reporting to the Director for Business Affairs & Bursar, the Assistant Bursar - Financial Operations Manager will maintain effective communication with the Office of Financial Aid and other student services departments; administer the University’s enterprise system used to receive and post payments to customer accounts; provide direct customer service; administer third party contracts; investigate student refund issues; identify and recommend accounts for collection; participate in audits; and coordinate the work and supervision of the office staff.  The Assistant Bursar will also oversee the payment of vendors who participate in the RowanCard program as well as payments to our food service provider. The Assistant Bursar will participate and present at new student / parent orientation.

Characteristic Duties and Responsibilities include:

  • Oversee the cash management process, including receipts and deposits; data entry of all payments; establishing and maintaining cash controls and the maintenance of accurate records of receipts and refund payments.
  • Provides direct support to Bursar staff in handling of administrative, technical, operational, and accounting duties within the Bursar Office.
  • Leads special projects as assigned and represent the Director for Business Affairs & Bursar at meetings.
  • Reviews the monthly accounts receivable report, evaluate and makes suggestions for improvement.
  • Reviews the quarterly collections report to evaluate performance / effectiveness of contracted collection agencies.
  • Complies with Federal regulations regarding delinquent and uncollectible accounts.
  • Reconciles the student financial system to the general ledger accounts.
  • Performs pre-bill audits and provide updates to billing parameters.
  • Oversees payment gateways and other e-commerce solutions, including but not limited to TouchNet, Heartland Payment Systems, and Rowan Online Marketplace.
  • Participates and assists in PCI compliance for all of Rowan University
  • Reviews and approve tuition calculations, payment plans, and scholarship data.
  • Counsels students and parents on the various tuition payment options, set up payment plans, and follow up to ensure timely payments.
  • Works closely with the Office of Financial Aid, Registrar, Student Services, and Accounting Services.
  • Provides leadership and acts as primary point of contact to IT regarding the maintenance of the TouchNet Payment solution, implementing new services, test upgrades and troubleshoot issues.
  • Participates and presents at new student orientation process.
  • Supervises full-time and part-time support staff and establish policies and procedures to ensure positive, effective, and open relationships with all clients of the Bursar Office, including, but not limited to, students, parents, faculty and administrators. 

Qualifications

A bachelor's degree in business administration, accounting, or a closely related field. MBA preferred. A bachelor's degree in business administration, accounting, or a closely related field. MBA preferred.

Minimum three (3) years of bursary related work experience at a supervisory level in higher education, or a minimum of three (3) years experience in financial management, accounting, or business operations.

Skills

  • Ability to analyze and solve problems, evaluate situations and make sound decisions.
  • Knowledge of accounts receivables, collections and cashiering areas; knowledge of specific financial aid requirements preferred.
  • Willingness to make decisions as necessary and appropriate in accordance with established policies and procedures
  • Self-starter who will take initiative to affect positive change
  • Knowledge and experience with Ellucian Banner enterprise system preferred.
  • Strong oral and written communication skills
  • Understanding of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards (GASB)
  • Ability to analyze problems in computer applications and implement procedures to resolve problems.
  • Ability to maintain confidentiality of records and information.
  • Ability to interact in an effective and appropriate manner with a diverse population of students, staff, and faculty.
