Part-Time (Hourly) Proposal Specialist, Office of Sponsored Programs

  • The Proposal Specialist works at the Glassboro campus Office of Sponsored Programs and reports to its Director of Sponsored Programs. This person will be responsible for assisting faculty and staff in the preparation of federal, state, and other grant applications and budgets. Additionally, the Proposal Specialist will ensure all compliance regulations and university policies/procedures are followed while preparing grant applications. 

Examples of Work:

  • Review proposal submission instructions or guidelines from funding sources
  • Assemble proposal packages by supplying/filling out forms, inputting institutional data, and securing internal institutional approvals
  • Assist with preparing grant budgets, including initial development and (if needed) re-budgeting to accommodate modifications, increases, or decreases in available funds
  • Provide exceptional customer service and support to faculty/staff by providing pre-award and non-financial post-award assistance (i.e. seeking answers from funders, processing no cost extension requests)



  • A Bachelor's degree from an accredited college or university. 
  • Strong analytical, communication, and organization skills
  • Ability to prioritize, exercise sound judgment and discretion, meet deadlines and work under pressure in a fast-paced environment with multiple stakeholders

Preferred Qualifications:

  • Two (2) years of position-related experience
  • Familiarity with grant budgeting, application packages
  • Familiarity with 2 CFR Part 200 (federal OMB Circulars A-133, A-21, A-102)


  • This part-time position is for up to twenty-five (25) hours per week and is not to exceed 944 hours per fiscal year. 
  • This position shall serve as a temporary replacement for a full-time employee. The assignment is expected to last several months, but the exact duration of the temporary assignment is subject to change as it shall be based on the return date of the full-time employee.  

Pay Rate:

  • Commensurate with experience

The report contains information regarding campus security and personal safety including topics such as: crime prevention, public safety authority, crime reporting policies, fire safety, disciplinary procedures and other matters of importance related to security on campus. The report also contains information about fire statistics in Rowan University Residential Facilities and crime statistics for the three previous calendar years concerning reported crimes that occurred on campus; in certain off-campus buildings or property owned or controlled by the University; and on public property within, or immediately adjacent to and accessible from the campus. This information is required by federal law, Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act or "Clery Act" and is provided by the Rowan University Department of Public Safety.
