SUMMARY: 

Rowan University seeks a director for the Project Management Office (PMO) in our division of Information Resources and Technology (IRT). Both IRT and Rowan have grown extensively in recent years, and we seek a Director of the PMO who will take the organization to the next level of maturity and guide the PMO to provide the services of assessing incoming project requests and managing demand, as well as consulting with operational work owners about managing their budget and resource allocations.

Leading a staff of 9 project managers, the Director of the PMO reports to the Senior Vice president for IRT and the University’s CIO. The Director sits on the CIO’s executive committee. The position will be expected to collaborate with the rest of the leadership team as well as other parts of the University such as Facilities with whom IRT collaborates.

Strong project or program management and excellent organizational skills are fundamental, as is the ability to liaise with people at all levels of the organization. The PMO Director will oversee the portfolio of organizational projects, providing expert knowledge, support and monitoring progress, and will also directly lead a team of Project Managers. This will include allocating work assignments while directing the development, introduction, and on-going iteration of the organization’s Project Methodology and Systems Development Life Cycle.

JOB DUTIES

Responsible for directing and overseeing project managers and for coordinating and documenting the project activities of the division of IRT

  • Participate in the development and implementation of university-wide Information Resources and Technology tactical plans.  This includes the post project training and maintenance
  • Proactively engage with Directors and senior managers to identify opportunities for business improvements
  • Ensure a robust process of notification or escalation is in place to report on both underspend and potential overspend with the appropriate approvals sought for either situation
  • Devise, produce and implement new systems and processes to optimize more effective project management as required and within the framework of IRT
  • Develops and reviews status reports with project teams, modify schedules or plans as required, with appropriate client sign-off.  
  • Works closely with the CIO, and appropriate user management to prepare and administer a budget reflecting approved technology plans/projects; manages to the budget.
  • Create an inclusive workplace that fosters the development of people, facilitates cooperation and teamwork, and supports constructive solutions and resolution of conflicts.
  • Keeps abreast of all federal, state and Rowan regulations, laws and policies as they presently exist and as they change or are modified.  

REQUIRED EDUCATION, KNOWLEDGE, SKILLS AND EXPERIENCE:

  • Master’s Degree in Information Systems, Engineering, Business Administration, or other related field or equivalent work experience.
  • Minimum of five (5) years of higher education IT or business IT work experience, to include at least three (3) years of experience coordinating multiple large cross-functional projects in IT or with an IT component and in a leadership role either in project management or a related role.
  • Portfolio of documented project(s)
  • ITIL knowledge  
  • Certification in Project Management, such as Project Management Professional (PMP)
  • Experienced in client relationship management
  • Ability to communicate effectively – collect and deliver high quality data – so that senior university management can make data-driven decisions
    • Extensive interpersonal skills to build and coordinate human, financial, and information resources effectively

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND EXPERIENCE:

  • Ten years of IT and higher education/ business work experience
  • ITIL certification
  • Six Sigma Tools and Certification minimum green belt
