The Human Resources Investigations Manager (“HR Investigations Manager”) reports to the Assistant Vice President of Employee Equity and Labor Relations. The primary responsibilities of this position will be (1) to conduct reviews and investigations into complaints filed pursuant to Rowan’s Policy Prohibiting Discrimination in the Workplace (related to harassment and discrimination based on a protected class status); (2) to conduct reviews and investigations into complaints filed pursuant to Rowan’s Disruptive Behavior and Workplace Violence Policy; and (3) to conduct reviews and investigations into other employee misbehavior/conduct matters.

The ideal candidate must be detail-conscious and be able to work with others in a highly collaborative manner with respect for sensitive issues and confidentiality.  Further, the ideal candidate will have extensive investigative experience in employee-related matters and must be able to work efficiently on multiple matters concurrently.  Also, the ideal candidate will possess the ability to consistently compose professional written work product sustainable in hearings and court proceedings.

The HR Investigations Manager acts as a neutral party in all investigations and provides an unbiased fact-finding report for each matter. The HR Investigations Manager will also work to continuously identify and integrate best practices in the investigation arena into the existing process as well as maintain knowledge base and practice resources; stay abreast of current movements in the field of any applicable and relevant laws or regulations, as well as investigations techniques; review current literature and research, and develop and maintain critical relationships with university departments (including Public Safety) as well as all associated key personnel. 

Job Duties:

  • Conducts thorough, timely and efficient investigations.
  • Consults with the AVP of Employee Equity and Labor Relations on any relevant matters pertaining to HR-related investigations.
  • Assists the AVP of Employee Equity and Labor Relations with managing the responsibilities associated with conducting HR-related investigations
  • Develops and executes an investigation plan for each assigned matter, including contacting all involved parties and providing them with information about the investigatory process. 
  • Conducts intake meetings, interviews complainants/respondents/potential witnesses, and collects all relevant evidence
  • Provides timely follow-up and updates to the complainant and respondent.
  • Gathers, secures and maintains relevant documentation pertaining to assigned investigations.  Keeps accurate and thorough records and notes of investigatory process.
  • Writes comprehensive, articulate, and well-written summaries, analysis of data, and reports.
  • Continuously identifies and integrates best practices in the investigation arena and advise administrators accordingly on ways to enhance current processes.
  • Other associated duties as assigned

Minimum Requirements:

  • Bachelor's Degree required in related field (e.g. psychology, law & justice, sociology)
  • 3 years experience in conducting confidential and sensitive investigations
  • Excellent analytical, written and verbal communication skills
  • Knowledge of legal issues and situational complexities surrounding EEO guidance
  • Empathy and critical thinking
  • Ability to travel to Rowan’s several campuses
  • Strong interpersonal skills with the ability to remain neutral
  • Ability to perform own administrative office tasks
  • Availability on nights and weekends, as needed

Occupational investigatory and Equal Opportunity experience highly preferred
Law Degree or Master’s in a related field
Experience in conducting investigations in a large, diverse organization and/or a university environment 

Higher education or public experience helpful

This information is required by federal law, Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act or "Clery Act" and is provided by the Rowan University Department of Public Safety.
