The report also contains information about fire statistics in Rowan University Residential Facilities and crime statistics for the three previous calendar years concerning reported crimes that occurred on campus; in certain off-campus buildings or property owned or controlled by the University; and on public property within, or immediately adjacent to and accessible from the campus. This information is required by federal law, Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act or "Clery Act" and is provided by the Rowan University Department of Public Safety.

Rowan University is subject to the residency requirements of the NJ First Act (N.J.S.A. 52:14-7, P.L. 2011, Chapter 70). Any person hired to a non-exempt position shall either have their principal residence in New Jersey or have one (1) year from the date of employment to establish, and then maintain, principal residence in the State of New Jersey. Under the coordination of the Director of the Department of Biomedical Sciences, this position is responsible for performing basic professional functions using established policies, procedures, precedents, and guidelines as a Financial Specialist (Professional Services Specialist 4, Administrative Services).

Examples of Work:

  • Reviews and interprets applicable University, Federal, and/or State laws and regulations in the course of managing department and sponsored project finances to include NJ compliance, Uniform Guidance, and University policies.
  • Establishes liaisons and maintains cooperative working relationships with other staff or organizations whose functions impact on assigned responsibilities.  Work with various university departments such as Purchasing & Procurement, Accounts Payable, Human Resources, OSP Pre and Post Award, IRT, Facilities, etc.
  • Provides support and guidance to all department faculty and staff to generate the necessary documents for the buyer to complete, and route for signature from the department as well as obtain approval by OC&P.
  • Processes purchase requisitions, Non-PO’s, Travel Approvals, and travel reimbursements.
  • Processes IRT orders in the IRT Service Portal tracking to completion.  Advise the buyer of these requirements and work with the buyer to obtain all order information needed for IT approval.
  • Maintains database for purchasing and procurement activities.
  • Prepares clear, technically sound, accurate, and informative reports containing findings, conclusions, and recommendations.
  • Calculates and distributes financial reports for Departmental and Sponsored Research account including but not limited to faculty Professional Development and Internal Research Awards.
  • Prepares final financial reports for sponsored programs in accordance with the sponsor regulations and final closeout in accordance with university policies.
  • Provides support and guidance to faculty for pre and post award management for sponsored projects.   
  • Prepares grant budgets including complex, multi-year budgets.
  • Manages multiple, ongoing projects at once with various levels of complexities and cross-department involvement.
  • Works within electronic research administration systems.
  • Works with Director for internal financial review for sponsored programs to project expenditures through the end of sponsored programs period for variance computation.
  • Works with the Director to prepare audit responses for assigned sponsored programs and assists in resolving questioned costs and audit issues.
  • Works with the Director in analyzing department budgets via budget to actual analysis. Consults with the supervisor regarding variances.  Provides compliant solutions to resolve variances.
  • Works with the Director to develop and maintain Standard Operating Procedures in all aspects of departmental operations.
  • Processes and maintains electronic hiring paperwork utilizing Banner Self Serv, PageUp & HireTech systems.
  • Attends and participates in meetings and events related to assigned responsibilities.
  • May assign and monitor the work of clericals, part-time, and/or student workers as required.
  • Performs other tasks as assigned by Director.

Education Requirement:

  • Graduation from an accredited college with a Bachelor's degree.

Experience Requirement:

  • One (1) year of professional-level experience in different aspects of administration and business practices; including design and implementation of policy and procedures, vendor service contracts and improving and updating management practices.

Preferred Qualifications:

  • Working knowledge of accounting and budgeting principles
  • Advanced competencies in Microsoft Office programs or other database tools and financial reporting
  • Excellent communication, interpersonal, organization, and analytical skills
  • Ability to be proactive, recognize problems, and offer solutions
  • Ability to work independently and collaboratively within a team
  • Experience working within a grant-funded environment


  • Range P18 (Step 1 = $49,742)
