The report also contains information about fire statistics in Rowan University Residential Facilities and crime statistics for the three previous calendar years concerning reported crimes that occurred on campus; in certain off-campus buildings or property owned or controlled by the University; and on public property within, or immediately adjacent to and accessible from the campus. This information is required by federal law, Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act or "Clery Act" and is provided by the Rowan University Department of Public Safety.

Rowan University is subject to the residency requirements of the NJ First Act (N.J.S.A. 52:14-7, P.L. 2011, Chapter 70). Using a combination of independent decision making, autonomy, coordinating group efforts, and direct supervision, guides the daily administrative and programmatic activities of the Office of the Research Dean (ORD).  Directs the review, analysis and appraisal of current department administrative procedures, budgets, organization, and performance and helps to prepare recommendations for changes and/or revisions.  Responsible for all event planning, administration of research fellowship program, administration of Research Committee and tracking of intramural grant proposals/applications and organizing review panels.  Responsible for the development and maintenance of the ORD information management system. Performs other related work as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Directly responsible for budgets, budget reconciliation, budget planning and annual budget submissions for areas of responsibility of the Senior Associate Dean for Research including: Office of Research Dean, RowanSOM Research Safety office, Office of Clinical Trials Management and Vivarium.

Assist the Senior Associate Dean with confidential administrative matters.

Responsible for all events planning activities of ORD. Plan, implement, and manage Annual SOM Research Day event.

Administrative oversight for the Summer Medical Research Fellowship Program Responsible for the administration and oversight of the approval process for the student volunteer research program and the visiting/volunteer research scientist program.

Supervises department administrative staff for ORD, RowanSOM Research Safety Office, Clinical Trials Management Office and Vivarium.

Responsible for the development and maintenance of the Conflict of Interest/compliance records management system with input and assistance from the Senior Associate Dean for Research.

Reviews department programs and activities; evaluates their administration, objectives, efficiency, effectiveness, and suitability to current conditions, costs, and goals.

Develops and maintains bulletins, manuals of policies, procedures, and instructional materials.

Appraise the adequacy and effectiveness of computer systems; assist in the development of the organizational structure and methods of operation necessary for the performance of existing, new, or expanded functions.

Assist in the analysis of operational problems brought to light through budget studies, requests and hearings; compiles and interprets data.

Understand and adheres to Rowan University's compliance standards.

Keeps abreast of all federal, state and Rowan University regulations, laws and policies as they presently exist and as they change or are modified.

Ensure that staff are trained and evaluated on their knowledge of and adherence to compliance policies and procedures specific to their jobs.

Perform other duties as assigned.

Bachelor's Degree plus three (3) years of responsible experience involving the review, analysis and evaluation of budgets, organizations, administrative practices, computer applications, and the recommendation of improved methods in a large business, government agency or educational institution. Additional related experience may be substituted for the educational requirement on a year for year basis. Must be proficient in computer applications as required by the department or unit. Proficient in Microsoft Office - including Word, Access, Outlook, Excel, and PowerPoint. Outstanding human relations skills, ability to function in a team environment, organizational skills, and ability to prioritize and multi-task.
