Summary/Position Description:

The Division of Facilities, Planning and Operations at Rowan University is a growing enterprise. The Division’s mission is to create and sustain a vibrant, safe, supportive environment at Rowan’s campuses. The Division is dedicated to providing leadership in facilities, campus planning, development and maintenance. Organizationally, the Division is led by the Vice Chancellor for Facilities and Operations who is a member of the President’s executive cabinet.

The Department of Facilities Operations is a part of the Division of Facilities, Planning, and Operations.  Through collaboration and partnership with the rest of the Division of Facilities, Planning and Operations and the campus community, this Department leads the overall management of facilities operations including Trades Staff, Central Plant Operations, Department of Environmental Health and Safety (EHS), and Custodial Operations.

The Hazardous Waste Technician (Professional Services Specialist 3) works in the EHS Department and reports to the EHS Industrial Hygiene Supervisor.  The Hazardous Waste Technician (Professional Services Specialist 3) is primarily responsible for helping ensure hazardous waste is properly collected, stored, labeled, and disposed of.

Essential Duties and Responsibilities:

  • Ensures University employees and work areas comply with applicable regulations or related standards (e.g., EPA, NJDEP, NJDOH, PEOSH, DOT, etc.)
  • Ensures that hazardous materials response equipment is available, in good working order, and protocols are followed in campus laboratories, research, graduate or undergraduate teaching laboratories, and work areas.
  • Ensures that hazardous and regulated medical waste generated at the Glassboro and Joint Health Sciences Center campuses are disposed of following Federal and State Regulations and may periodically assist at other campuses as needed.
  • Maintains accurate records of all hazardous waste manifests, regulated medical waste tracking forms, waste profiles, and other regulatory documentation.
  • Manages laboratory waste removal requests and maintains an active inventory of laboratory waste generated at the Glassboro and Joint Health Sciences Center campuses and may periodically assist at other campuses as needed.
  • Works with waste vendors to schedule and coordinate timely disposal of hazardous and regulated medical waste. Audits vendor services to verify Federal and State regulatory compliance as well as to ensure cost-effective disposal methods and accurate invoicing.
  • Performs required weekly safety inspections of all Hazardous Waste Accumulation Areas.
  • Supports the maintenance of RU EHS training programs for campus laboratories, research, graduate or undergraduate teaching laboratories, and work areas regarding OSHA/PEOSH or other applicable regulatory or university compliance.
  • Applies for and maintains Regulated Medical and Hazardous Waste permits as required by the New Jersey Department of Environmental Protection (NJDEP). Helps with coordination and documentation of inspections involving fume hoods, bio-safety hoods, emergency showers and eyewashes, and any other EHS-related equipment (maintains associated documentation)
  • Works with the EHS team to acquire annual chemical inventories for all University facilities, laboratories or research areas and teaching laboratories to ensure compliance with applicable regulations.
  • Maintain adequate waste supply inventory and maintain spill kits.
  • Provides EHS consultation with campus departments and personnel, and answers questions as needed.
  • Works with the EHS team to develop Requests for Proposal (RFP) documents to obtain vendor contracts for services.
  • In case of emergency, works with public emergency services and contractors to provide subject matter expertise on the situation and maintain continuity at the scene.
  • This position requires flexibility as it may require alternate hours in the event of an emergency.
  • Other EHS duties as assigned or as needed.

Minimum Qualifications:

Education

  • Bachelor's degree in a related science, biology, chemistry, environmental sciences, safety, industrial hygiene, or closely related field. 

 Experience

  • Two (2) or more years of required work experience in one/more of the following (Higher Education experience is preferred):
    1. Laboratory Safety
    2. Environmental Health and Safety (EHS) field
    3. Regulatory Inspections
    4. Hazardous Waste Management
    5. Regulated Medical Waste Management
  • 40 Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) preferred.
  • Current annual hazardous waste generator training and tri-annual DOT waste shipping training.
  • Has demonstrated knowledge of EPA, NJDEP, NJDOH, and OSHA/PEOSH regulations as they relate to hazardous waste and workplace safety.
  • Experience with or knowledge of hazardous waste and applicable regulations.
  • Ability to work in a self-directed manner, involving multiple stakeholders, and provide oversight in the EHS arena.
  • Ability to effectively interact with a wide variety of customers, undergraduate students to faculty to University level committees, etc.
  • Demonstrated program development or oversight experience and being able to anticipate concerns before they become obstacles.
  • Excellent communication and writing skills.
  • Must possess demonstrated skill with Microsoft Suite products, at a minimum, Word, Excel, and Power Point.

Salary:

  • In compliance with The State of New Jersey's Pay Transparency Act, the annual base salary range for this position is CWA: Range 21 ($64,340.13-$73,256.53) with placement within the range determined by candidate's qualifications, professional experience, internal equity, and other factors.
