Director of Pension and Benefits

Summary:

Rowan University’s Director of Benefits is responsible for managing the University-administered State of NJ pension and disability programs, health benefit and dental programs, Section 125, Family Medical Leave (state and federal), HIPAA, COBRA, University leave programs, and worker’s compensation.  Timely and accurate processing and auditing of employee participation in all University administered benefit, pension, and leave programs is an essential element of this role. This managerial position reports to the Senior Director of HR Operations and manages a staff of four including a Manager of Leave and Benefits and three other professionals. 

Responsibilities:

General Management

  • Supervises a benefits team of three professionals as well as a Manager of Leave & Benefits.
  • Partner with HR leaders, university leaders and state representatives on strategic and objective initiatives.
  • Performs other related duties as assigned. 

Pension and Retirement Plans

  • Manages the NJ Pension plans which include:  Alternate Benefit Program, Public Employee Retirement System, Police and Firemen’s Retirement System, Teachers’ Pension and Annuity Plan, Defined Contribution Retirement Plan, Tax Shelter programs, and Life Insurance This includes enrollments, audits, purchases, loans, retirements, transfers and withdrawals. 
  • Develops effective and efficient processes assuring eligibility for enrollment, timely processing, tracking and maintenance of all plan transactions. 
  • Serves as primary contact for all pension vendors and state of NJ Division of Pension and Benefits.

Health Benefit Plans

  • Manages the NJ State health and dental programs including Flexible Spending Accounts.
  • Administers the NJ Well Program
  • Develops effective and efficient processes assuring timely enrollment processing, tracking and maintenance of all health and dental transactions.  
  • Responsible for coordinating and/or developing benefit communication including the Benefits web-page, orientation and open enrollment communication and benefit change communication that enhances benefit awareness.
  • Assures that eligibility requirements are met. Proficient in the requirements of the Patient Protection and Affordable Care Act.
  • Responsible for all reporting as required by the Affordable Care Act.

Employee Leaves of Absence

  • Responsible for Leave of Absence administration including FMLA, NJFLA, NJ Temporary Disability Insurance Program, NJ Paid Family Leave Insurance, Donated Leave, Furloughs, Personal Leave and Military Leaves. 

Worker’s Compensation

  • Oversees administration of NJ Risk Management’s worker’s compensation program. Ensure compliance with benefit laws and regulations.

Education Requirement:

  • Bachelor's degree from an accredited college or university. 

Experience Requirements:

  • At least three (3) years of experience required in the management and administration of public sector Health and Pension systems, five (5) years of applicable experience preferred.
  • Experience with state of NJ administered health and pension programs is strongly preferred.
  • Experience in managing FMLA preferred
  • Must have knowledge/experience with a Human Resources/Payroll HRIS system. Experience in BANNER system preferred but not required.
  • Knowledge of regulations that affect leaves, pension, health benefits and the Affordable Care Act.
  • Ability to manage multiple initiatives and work cross-functionally with all areas of the organization.
  • Excellent verbal and written communication and time management skills; must be detailed oriented with the ability to multitask, meet tight deadlines, provide excellent, professional and courteous customer service.
