Assistant Vice President of Sponsored Research and Administration

Job Duties Summary:

Rowan’s research expenditures have increased seven times over the last decade and faculty are actively engaged in cutting-edge research sponsored by various funding agencies, such as but not limited to: Department of Defense, National Institutes of Health, National Science Foundation, and NASA. The Assistant Vice President for Research reports directly to the Vice President for Research, and will serve as a senior member of the Division of University Research (DUR)’s leadership team. This individual will have responsibility for oversight and support the daily operation of the Office of Sponsored Programs, and collaborate closely with other departments both within DUR and throughout Rowan University  to lead a strong culture of customer service and will support professionalism, accountability, and compliance, improve operational efficiency, and rapid research growth.  They will engage with research faculty, staff, research centers, college leadership and other research supporting units at all Rowan University campuses; and the research community on matters related to grant submission and management. They are well immersed in the research community, and have rich knowledge of policies, procedures, and regulations related to pre-award and post-award management. 

Position Summary:

The AVPSRA will provide vision and leadership on all matters relating to sponsored programs, working to create foundational, sustainable, effective, and efficient sponsored programs policies, procedures, and practices to support Rowan’s future status as a R1 institution. The AVPSRA oversees pre and post-award across all campuses of Rowan, and supports all Schools and Colleges, Centers, and Institutes in their sponsored programs work. The AVPSRA will be an authorized signatory on sponsored programs documents (e.g., serving as the AOR), and will act as the subject matter expert in many sponsored programs areas, including interfacing and supporting other offices at Rowan (e.g., Research Compliance, General Counsel, Finance, etc.). This is a confidential position, reporting to and thought-partnering with the Vice President of Research.

Job responsibilities:

  • Serve as the chief finance and operations officer for the Division of Research, including the development of all budgets for the Division of Research
  • Lead and manage all sponsored programs activities across Rowan University and support such activities across all affiliate or partnership agreements
  • Provide and propose input on strategic directions, organizational structure and efficiencies, to support Rowan University’s goal of achieving R1 status
  • Oversee and directly manage pre and post award activities, staff, business processes, databases, subscriptions, memberships and all related obligations
  • Continually assess and implement best practices and develop policies/procedures accordingly, including participation/coordination in all internal and external audit activities  
  • Develop and negotiate complex federal and other research agreements beyond the scope of the Office of Sponsored Programs (such as Cooperative Research and Development Agreements), and partner, as needed, with other University offices
  • Coordinate pre and post-award efforts of all offices reporting to or working with the Division of University Research
  • Ensure appropriate education and training is provided to all researchers and related decentralized personnel, (e.g., faculty, staff and students) as well as staff for pre and post-awards
  • Represent DUR on University committees and serve as communications liaison for Division of University Research, including outreach with other departments and the development of joint policies and procedures. 
  • Serve as point person for inquiries of DUR data and metrics for both internal and external data requests, and as a part of continuous improvement, develop and implement meaningful data and metrics for DUR. Prepare reporting and analysis for quarterly/annual DUR reports as well as accrediting bodies and ranking agencies for the university as a whole as well as individual colleges. Evaluate and implement changes to improve reporting efficiency, accuracy and timeliness
  • Serve as project manager on special projects such as University Indirect Cost Rate Proposal/Negotiation and research fringe benefit rate negotiation

Required Qualifications: 

  • Minimum requirement is a Master’s degree, or two additional years of experience
  • Minimum of six (6) years of experience in planning, development, and the administration of pre-award and post-award activities at a R1 institution in a central administration office/unit
  • Knowledge of and ability to manage budget, accounting, and invoicing
  • Knowledge of and ability to correctly interpret regulations in grant submission and management, and do so in a way with minimal administrative burden
  • Demonstrated responsibility at research in a university, medical school, or hospital with extensive interface with administrators, faculty, regulatory agencies, and sponsors
  • Ability to develop and conduct effective education and training programs
  • Effective interfacing with other research teams (e.g., research development, compliance, commercialization, etc.)

Preferred Qualifications:

  • Professional certifications supporting pre and post-award
  • Outstanding human relations and leadership skills, and the ability to function in a team environment
  • Demonstrated knowledge of how to facilitate superior performance in a unionized environment
  • Ability to work effectively, diplomatically and in a professional manner; as well as the ability to develop strong relationships and trust with faculty and staff, College Deans, Department Chairs, center directors College administrative staff, and other research supporting units
