The Associate Director of Budget and Operations for the Division of Strategic Enrollment Management (SEM) and Marketing reports to the Vice President. The Associate Director serves a critical role in supporting the Vice President of SEM and Chief Marketing Officer in managing the business operations of the Division. This individual is responsible for overseeing the processing of financial transactions; enforcing financial policies and developing budgeting procedures and projections; supporting budget development; monitoring compliance regarding use of resources; and providing financial tools and research to facilitate planning to ensure financial sustainability and growth. The position will liaise with the office of human resources, the budget office, contracts, and finance specialist.

Essential Functions

In addition to following Rowan University’s policies and procedures, principal responsibilities include, but are not limited to:

  • Work closely with business unit managers to manage SEM and Marketing budgets.
  • Regularly interact with the Department of Finance to ensure budgets and enrollment projections are appropriately set and monitored.
  • Establish long-term financial objectives to meet strategic goals.
  • Conduct Financial Analyses by applying analytical frameworks to ambiguous business challenges and delivering data-driven recommendations.
  • Manage large, combined budgets and oversee human resources, accounting, and procurement functions.
  • Ensure divisional compliance with university financial, procurement, and human resources policies/procedures.
  • Oversee annual budget process with SEM and marketing leadership teams, including analyses of enrollments, expenses, and staffing needs.
  • Monitor all human resources and purchasing paperwork, maintain accurate records, and coordinate revenue distribution among colleges.
  • Provide accounting and budgeting expertise and train division staff on university processes.
  • Provide monthly reporting and updates to administrative personnel.
  • Perform other assigned duties.

  • A minimum of seven years of progressively responsible experience with budget forecasting and development, financial management, and accounting oversight.
  • A minimum of seven years of administrative leadership, operations management, human resources administration and supervisory experience.
  • Bachelor’s Degree or equivalent.
  • Experience with strategizing and problem solving in a complex organization.
  • Excellent computer skills and ability to work in MS Excel/MS Access at a sophisticated level.
  • Experience working directly with all levels of staff to develop and implement complex budgets and strategic plans.

Preferred Qualifications

  • Eight plus years of experience with budget forecasting and development, financial management, and accounting oversight.
  • Eight plus years of administrative leadership, operations management, human resource administration and supervisory experience.
  • Experience in a university setting.
  • Familiarity with university financial systems. Banner experience preferred.
  • Experience working with university faculty and staff.
  • Knowledge of human resource policies and procedures.
  • Master’s Degree.
