DMAHS Title: Eligibility Policy and IES Testing Specialist

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Develop and document testing logic for Medicaid eligibility rules related to the multitude of application situations.
  • Provide system development logic and recommendations while following standards and rules for enhancements of Medicaid eligibility system.
  • Troubleshoot system enhancements for processing errors and provide recommendations to comply with standards and current policies.
  • Provide relevant input at weekly systems development meetings to help programmers develop and enhance the system for not only its functionality but also the public facing experience.
  • Studies agency work processes and methods.
  • Working knowledge of Medicaid eligibility policy rules and related program requirements.
  • Knowledgeable of systems and available software to determine which programming technique will result in optimum timing, storage utilization, and overall efficiency.
  • Manage network system issues logged and/or recorded through the monitoring of the network.
  • Drafts comprehensive program documentation in accord with established standards, current systems and proposed enhancements for approval by subject matter experts and the Office of Eligibility Policy.
  • Prepare charts, programs, and instructions needed to illustrate an operating system and its components.
  • Analyzes and recommends solutions for procedural difficulties and operating problems and confers with analysts, programmers, and supervisors toward resolution.
  • Provides technical assistance and eligibility rules to other data processing personnel on problems dealing with operating systems, computers, utility programs, system control parameters software/hardware, and application system programs.
  • Analyzes error conditions which arise during testing or operations, recommends solutions and confers with planning/technical services about deficiencies in operating system support or in associated program manuals.
  • Installs and monitors proprietary software packages designed to measure/improve system utilization including hardware/software monitors.
  • Performs software systems studies, hardware capacity analysis, and hardware/ software projections to ensure adequate machine resource for projected workloads.
  • Documents the impact, from a hardware/software viewpoint, projected on the installation of additional data communications lines, database management systems requirements, and online program development requirements.
  • Following security standards, manages user access to network resources and adds/modifies/deletes user accounts for file/print and dial-in servers.
  • Researches network security issues, recommends tools and process improvements to management.
  • Submits accurate and up-to-date documentation (manual or through an online log file) of all errors of high severity and action taken to correct the error monthly or as requested.
  • Provides technical support to end-users.
  • Proficient with electronic and/or manual recording and information system used by the agency, office, or related units.
  • Other related duties for the Office of Eligibility Policy as needed.

LICENSE REQUIREMENTS: Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

REQUIRED KNOWLEDGE AND ABILITIES

  • Must have the ability to learn, understand, communicate, and apply Medicaid eligibility rules.
  • Ability to ensure accuracy and compliance while testing the information system. 
  • Ability to test and track issues requiring resolution within the eligibility system.
  • Ability to provide guidance and technical assistance for both public and agency use.
  • Provide help desk support, troubleshoot and track user problems.
  • Ability to work independently or in a team environment.
  • Knowledge of the basics of computer systems hardware.
  • Knowledge of system control statements and utility program parameters for use by information processing operations.
  • Knowledge of various database access methods.
  • Knowledge of objectives of information processing programs/terminology.
  • Knowledge of procedures/techniques involved in evaluation/analysis of existing information processing equipment installations and the degree of utilization made thereof.
  • Knowledge of computer programming design considerations and their differences, and applications of various programming languages.
  • Ability to operate computer equipment, depending on agency requirements, for purposes of becoming familiar with operating systems software and for analyzing/correcting program errors.
  • Ability to prepare forms, flowcharts, decision tables, and block diagrams.
  • Ability to program in a time-sharing environment after a period of training.
  • Ability to use agency work processes/methods after a period of training.
  • Ability to write clear, concise instructions and to use the English language with reasonable proficiency.
  • Ability to prepare clear, concise user/operations/programming documentation in accord with operating needs and established standards.
  • Ability to prepare test data to check all specified conditions of a new or modified program.
  • Ability to schedule and organize work activities and identify/resolve problems which arise.
  • Ability to interact with others and come to consensus on various issues.
  • Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, and communicate in English clearly to perform duties of this position.

 

EDUCATION and/or EXPERIENCE: Excellent oral and written communication skills.  Ability to prioritize, exercise sound judgment and discretion, meet deadlines and work under pressure in a fast-paced environment with multiple stakeholders. Demonstrated knowledge of how to accomplish superior performance in a unionized environment is necessary. 

 

Must meet one of the following educational and/or experience requirements:

  • Possession of a bachelor's degree from an accredited college or university in Public Administration, Business Administration, Computer Science, Information Technology, Database Management or equivalent; and three (3) years of professional experience.
  • Three (3) years of professional experience in work.

NOTES: "Professional experience" refers to work involving the review, analysis, and evaluation of the administrative, business, and/or operational policies, procedures, practices, and processes and/or the technological requirements of an organization for the purpose of revising/enhancing existing information systems and/or developing/acquiring and implementing new IT solutions and services. Also work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
