Assistant Vice President for Government Affairs

Position Summary

The Assistant Vice President for Government Affairs will be a leader within the university, empowered to advance the institution’s public policy priorities at the state, federal, and local levels. Reporting to the Vice President for Government Affairs / Chief Government Relations Officer, the AVP helps shape and execute the university’s government relations strategy, builds and maintains relationships with policymakers and stakeholders, and advocates for policies, projects and resources that support the university’s missions.

Key Responsibilities

Government Relations & Advocacy

  • Represent the university before state, federal, and local government officials, agencies, and staff; and before the New Jersey Legislature, including legislative leadership, committees and staff.
  • Advance the university’s policy agenda related to higher education, research funding, workforce development, healthcare, economic development, and other priority areas.
  • Monitor and analyze legislative, regulatory, and budgetary developments.
  • Develop and execute advocacy strategies that maintain and increase support through funding, allocations, authorizations, grants and other budget and policy outcomes aligned with university goals.

Strategy & Leadership

  • Assist development of the overall government affairs strategy.
  • Provide strategic counsel to executive university leadership about current and future political, legislative, and regulatory landscapes.
  • Coordinate cross-functional advocacy efforts across campus.

Relationship Management

  • Cultivate strong working relationships with elected officials, government agencies, higher education associations, business and community leaders, and advocacy partners.
  • Coordinate campus visits, legislative briefings, testimony, and meetings with policymakers.
  • Serve as a key liaison between the university and governmental entities.

Policy Analysis & Communication

  • Analyze proposed legislation, regulations, and budget proposals; assess impact and prepare  institutional positions.
  • Prepare briefings, policy papers, testimony, talking points, and correspondence for university leadership.
  • Collaborate with communications, advancement, research administration, office of general counsel and academic leadership to align messaging and advocacy efforts.

Coalition & Association Engagement

  • Build alliances with institutions of all types and other external partners to advance shared policy objectives.
  • Design, execute and, when appropriate, lead short- and long-term advocacy efforts.

Required Qualifications

  • Bachelor’s degree required.
  • Significant higher education experience (10+ years) in government affairs, public policy, legislative service, or related roles.
  • Demonstrated knowledge of state and/or federal legislative and budget processes, specifically related to higher education, research, economic development, infrastructure development, capital funding, and financial aid.
  • Proven ability to build and sustain relationships with elected officials, policymakers, and senior leaders.
  • Strong strategic thinking, political judgment, and advocacy skills.
  • Excellent written and oral communication skills.

Preferred Qualifications

  • Advanced degree (JD, MA, MBA, Ph.D.) strongly preferred.
  • Senior, state-level executive branch or legislative branch experience desired.
  • Experience in a senior and / or leadership role working with or for a public university or public research university, higher education system, or research-intensive organization.
  • Experience leading complex, multi-stakeholder initiatives.
  • Familiarity with research funding agencies, higher education finance, and public-sector governance.
  • Background working in a legislative office, executive branch agency, governor’s office, or relevant association.

Work Environment & Expectations

  • Position may require overnight travel to surrounding states and Washington D.C., and occasional evening or weekend work.

Salary & Benefits

  • In compliance with The State of New Jersey's Pay Transparency Act, the annual base salary range for this position is $142,000.00 to $168,000.00. When extending any salary offer, Rowan University considers many factors such as (but not limited to) scope and responsibilities of the position, work experience, education, training, key skills, internal equity, as well as market and other organizational considerations. The university may consider compensation above this range based on verified experience, specialized skills, or other job‑related factors, consistent with pay‑equity guidelines.

  • For eligible employees, benefits include: comprehensive NJ State health, dental and retirement benefits, extensive accrued time off/paid holidays, and tuition reimbursement for employee, spouse, and dependents to attend Rowan University, Glassboro.
