The report also contains information about fire statistics in Rowan University Residential Facilities and crime statistics for the three previous calendar years concerning reported crimes that occurred on campus; in certain off-campus buildings or property owned or controlled by the University; and on public property within, or immediately adjacent to and accessible from the campus. This information is required by federal law, Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act or "Clery Act" and is provided by the Rowan University Department of Public Safety.

Rowan University is subject to the residency requirements of the NJ First Act (N.J.S.A. 52:14-7, P.L. 2011, Chapter 70). Any person hired to a non-exempt position shall either have their principal residence in New Jersey or have one (1) year from the date of employment to establish, and then maintain, principal residence in the State of New Jersey. The Child Abuse Research Education and Service (CARES) Institute at Rowan University, School of Osteopathic Medicine is pleased to announce a national search for a Medical Director/Institute Director. The CARES Institute’s founding co-directors, Martin A. Finkel, DO and Esther Deblinger, Ph.D. have established a nationally/internationally recognized Center of Excellence positioned to continue its growth and development building on its well established foundation. Dr. Finkel was the architect of New Jersey’s statewide legislatively mandated network of regional child abuse and neglect diagnostic and treatment centers (RDTC’s); CARES is the RDTC for the southern third of the State of New Jersey. Dr. Esther Deblinger, CARES Institute Co-director oversees the Institute’s research, mental health services and training and she co-developed Trauma-Focused Cognitive Behavioral Therapy, the treatment model that has become the standard of care for children impacted by abuse or other trauma in the USA and around the world. The Institute uniquely integrates medical and mental health aspects of its operations.

The Institute is an autonomous Center of Excellence with academic appointments in the Departments of Pediatrics and Psychiatry. With over 50 staff and faculty, the Institute supports its robust clinical, training and research missions. The Medical Director/Institute Co-Director will work collaboratively with the Institute Co-director, Dr. Esther Deblinger. The Institute’s primary hospital affiliation is the Children’s Regional Hospital at Cooper, Camden, NJ. In collaboration with Cooper Hospital, CARES Institute offers New Jersey’s only Child Abuse Pediatric Fellowship.

The Institute seeks a dynamic board-certified child abuse pediatrician candidate for the position of Medical Director/Institute Director to work collaboratively with the Institute Co-Director to further develop the clinical, academic, educational, research, prevention, and advocacy aspects of its mission. Academic appointment is in the Department of Pediatrics with rank commensurate with academic credentials in the clinical educator track.

Duties of the Medical Director/Institute Director include but are not limited to:


  • Advancing the clinical, educational, and research efforts, capabilities, and capacity of the CARES Institute.
  • Providing strategic leadership to establish long-range goals, strategies, plans, and policies that assure the availability of medical diagnostic and treatment services.
  • Providing CAN education for medical students, residents, and faculty.
  • Promoting/mentoring the academic careers of Institute medical faculty.
  • Overseeing the continued delivery of state-of-the-art child abuse pediatrics consultation and care to the children and youth of our region.
  • Providing leadership to support ongoing collaboration and continued growth of CARES’ partnership with the State of New Jersey’s Division of Children and Families (DCF) leadership and legislative allies.
  • Participating in research in child abuse and neglect in collaboration with team members.
  • Supporting and strengthening the Child Abuse Pediatrics fellowship and partnership with Cooper University Hospital/Department of Pediatrics.
  • Seeking grants and major gifts, and securing State of New Jersey DCF contracts and State appropriations to assure fiscal solvency/independence in collaboration with RU Office of Government Affairs and the Rowan University Foundation.


  • Developing appropriate budget for the Department and managing the budget to ensure the attainment of fiscal targets.
  • Directing and facilitating the recruitment, retention, and professional development of high quality faculty and staff, and deploying them strategically to meet the needs of our community and affiliated partners.
  • Serving, as appointed, on key committees and task forces within the School, University, affiliated hospitals, and other groups.
  • Supporting diversity in the employment, education, and development of faculty and staff, making decisions based on the principles of Affirmative Action and Equal Employment Opportunity.
  • Acting professionally and responsibly at all times, within and outside of the University, contributing to a positive image of the Department, the School, and the University.  When appropriate, serving as a spokesperson for the School and affiliated partners to promote clinical care, research, and teaching programs.
  • Performing other duties as may be assigned by the Dean.


  • Overseeing the provisions of outstanding patient care that is of the highest quality meeting all requirements of local, state, and federal accrediting agencies.
  • Providing and managing direct patient care at our Stratford and Vineland outpatient clinical offices and inpatient consultation to Cooper Hospital serving the Southern New Jersey area.
  • Working closely with other Department Chairs of the School to achieve common goals that improve the Faculty Practice Plan’s quality, service delivery, and financial performance.
  • Developing and growing clinical services of the Department, in coordination with the Faculty Practice Plan, to meet the needs of the changing consumer market.
  • Ensuring timely, customer-focused communication with physicians and hospital staff to support and enhance patient care.


  • Ensuring adequate faculty effort, oversight, and support for programs of undergraduate and graduate medical education.
  • Taking appropriate steps to maintain full accreditation of child abuse pediatric fellowship and post-doc post-masters mental health fellow training program as appropriate.
  • Providing clinical education and training to students, residents, and fellows, and overseeing their interactions with and treatment of patients.
  • Supporting faculty pursuit of research and scholarly activity, consistent with their other duties.
  • Providing a departmental vision and environment to promote research and research funding.
  • Promoting cross departmental and cross school research projects.


·         DO, MD, or MD-PhD degree; eligible for licensure in New Jersey

·       Candidates must hold a D.O. or M.D. and be either AOA or ABMS Board Certified in                    Pediatrics with specialty training or experience in the area of Child Abuse.

·         Appointment appropriate to academic credentials in the clinical-educator track
