The report contains information regarding campus security and personal safety including topics such as: crime prevention, public safety authority, crime reporting policies, fire safety, disciplinary procedures and other matters of importance related to security on campus. The report also contains information about fire statistics in Rowan University Residential Facilities and crime statistics for the three previous calendar years concerning reported crimes that occurred on campus; in certain off-campus buildings or property owned or controlled by the University; and on public property within, or immediately adjacent to and accessible from the campus. This information is required by federal law, Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act or "Clery Act" and is provided by the Rowan University Department of Public Safety.

Rowan University is subject to the residency requirements of the NJ First Act (N.J.S.A. 52:14-7, P.L. 2011, Chapter 70). Any person hired to a non-exempt position shall either have their principal residence in New Jersey or have one (1) year from the date of employment to establish, and then maintain, principal residence in the State of New Jersey. Any person hired to an exempt position shall either have their principal residence in New Jersey, Delaware, Pennsylvania, or New York or have ninety (90) days from the date of employment to establish, then maintain, principal residence in the State of New Jersey, Delaware, Pennsylvania, or New York.

  • Under the direction of the Director of Facilities, supervises and oversees the Carpenter and Repair Shops; participates in the development and implementation of program or unit goals, policies and procedures; does related work as required.

Examples of Work:

  • Develops and recommends goals, policies, and procedures with which to effect unit operations.
  • Supervises the activities of the program or unit; evaluates goals, objectives and performance.
  • Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
  • Delegates staff to and assists with snow removal assignments.
  • Prepares, recommends, monitors, and/or revises section(s) budgets.
  • Establishes and maintains liaison and cooperative working relationships with college administrators, faculty, staff, students and student organizations, government and private agencies and/or the public to accomplish the objectives of the program or unit(s).
  • Administers and interprets applicable federal, and/or state laws, and regulations affecting the unit; formulates resultant policies and procedures.
  • Advises students, parents and/or alumni regarding activities and services; provides guidance and assistance when unusual problems occur.
  • Supervises the preparation of reports on program or unit activities containing findings, conclusions, and recommendations.
  • Supervises the compilation, summarization, and analysis of statistical and other data.
  • Maintains integrity and confidentiality in section and program operations. 
  • Represents the director as required.
  • Prepares or supervises the preparation of detailed correspondence.
  • Serves on ad hoc and standing committees.
  • Supervises the establishment and maintenance of essential records and files.
  • Performs other related duties as assigned.
  • May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education Requirement:

  • Graduation from an accredited college or university with a Bachelor's degree.

Experience Requirement:

  • A minimum of three (3) years of professional-level facility management experience including property and equipment management, procurement of equipment and supplies, landscaping, housekeeping and professional service contracts or a related field to building management.

Preferred Qualifications:

  • Technical knowledge in carpentry, general repair strategies, and unionized workforce administration.
  • Knowledge of the higher education system.
  • Knowledge of the principles of budget planning, development, and administration.
  • Ability to assist in the administration of a program or unit, establish goals, plan and implement work programs, and develop policies and procedures.
  • Ability to interpret and administer established laws, regulations, and policies affecting unit operations.
  • Ability to evaluate program performance, develop alternative methods for improvement, and meet established objectives.
  • Ability to effectively supervise subordinate staff, assign and delegate work to staff, develop performance standards, provide performance evaluations, and recommend personnel actions.
  • Ability to advise and counsel students and others affected by the functions of the program or unit.
  • Ability to establish liaison and maintain cooperative working relationships with other staff and organizations.
  • Ability to develop, administer, and/or monitor a section(s) budget.
  • Ability to prepare correspondence and reports. 

Work Hours (Please note that the currently listed shift and availability of same are subject to change to meet the operational needs of the department):

  • Monday through Friday, 7:00am-3:00pm.
  • In addition to regularly scheduled work shifts, the successful candidate must possess the ability to work days, nights, weekends, holidays, and overtime hours when required.


  • R24 (Step 1 = $65,175)
